From Temporary Protection to Long-Term Stability: Practical Guidance for Ukrainians

The primary target group consists of Ukrainian displaced persons residing in EU Member States under the Temporary Protection Directive, with a particular focus on those living in the Netherlands and Poland, where the project partners operate and where country-specific manuals and digital tools have been developed.

Many of them experience legal uncertainty, psychological stress, and information overload, combined with limited access to reliable, up-to-date guidance in their native language. The workshops aim to empower them with practical knowledge, realistic planning tools, and confidence to make informed decisions about their future.

The secondary target group includes social workers, volunteers, educators, NGO staff, and community coordinators who work directly with Ukrainian displaced persons in the EU.

By participating in the workshops, these professionals will:

  • Strengthen their understanding of legal and socio-economic pathways after Temporary Protection;
  • Learn how to effectively use the Independence Hub manuals and AI-powered chatbot as support tools in their daily work;
  • Improve their capacity to provide trauma-informed, future-oriented guidance to displaced Ukrainians.

Workshop 1

After Temporary Protection: Legal Pathways and Scenarios in the Netherlands

Key questions addressed:
  • What realistic scenarios could arise after 2027?
  • When should preparations for change begin and what steps can be taken now?
  • What legal options are available to those who work or do business in the Netherlands?
  • What consequences could opening a ZZP (self-employment) have for Ukrainians under temporary protection?
  • How might the situation of Ukrainian students and schoolchildren studying in the Netherlands be resolved after the end of temporary protection?
  • What are the possible options for obtaining other types of residence permits?

Speakers:

Maxim Hodak

Dutch lawyer with extensive experience in international legal matters. He holds a master’s degree in Dutch law from the University of Amsterdam and a postgraduate degree in investment finance from EHSAL Management School (Brussels). Maksym actively helps Ukrainians who have come to the country because of the war with issues related to residence, employment, housing, and integration.

Alina Petukhova

specialist in international and European law. She received a bachelor’s degree in law in Ukraine and a master’s degree in international and European law from Radboud University. Alina analyses legal issues faced by migrants and persons seeking international protection, and assists refugees with translations, paperwork, and obtaining residence permits in the Netherlands.

Access to Healthcare for Ukrainians in Poland

May 27, 2026

A lawyer and PhD in Law with more than 12 years of professional experience in Poland. She specializes in migration and tax law, legalization procedures, education, business, and the integration of foreigners. She has delivered more than 200 hours of lectures, collaborated with Polish foundations, and heads M-DocPoint — a company providing comprehensive legal, tax, and migration support for foreigners in Poland.
